Rely entirely on folderwatcher. Local
sync runs can be implemented in terms
of a dummy folderwatcher if we want
to support systems without fs monitoring
again..

Do not prepopulate the user field, it's usually wrong
...
Especially without LDAP, or in cases where the login
is an email address. If we ever want this again,
we need to make this cleverer.
